Are two e-mail addresses valid for reference purposes?

As for email references, I feel we should not accept these. All
Cranfield and advice from NVC suggests we are very rigorous in our
selection procedure, include personal contact with referees by phone
and also meeting with volunteer.

AGREED, for our security this is something we must do through the post, email
addresses could be anyone anywhere.
I think we must insist, in the nicest possible way about this, he may well be
trying to be helpful and not realise need for us to be cautious for vetting
purposes.
As I understand the process, Ken, Tom and Robert co-ordinate the authorising
of AOs , local Contacts and CCs. When they're processed and running, they
contact me and I add them to the contact lists.
We have just started the exercise of trying to get names and contact info on
volunteers for admin and general posting only, and CCs should be informing me
and Robert about their volunteers.

I have refused an emailed ref, even when it was coupled with a telephone
conversation with the individual supposedly giving the ref. He had already
not filled in one ref form, and I explained that I needed one filling in,
so sent him another, which he again did not fill in, so I asked the
volunteer to find me another referee.
We need a signed piece of paper, even in this electronic age, to protect
both ourselves and the clients.

Answer:
I have normally sent Reference Forms out to postal addresses and include
a copy of our blue leaflet to give the Referee a little info about ITCH,
so they know what type of voluntary work we are expecting the volunteer
to do.
I have also always included a stamped addressed envelope, so it
doesn't cost the person anything to get it back, therefore more likely
to get the Reference back if the person is short of money.
This means
you get back a paper Reference, actually signed and dated by the
Referee, which must be done, otherwise it doesn't have any standing or
legality at all!
Just send the potential volunteer an e-mail
requesting the two Referees full postal addresses.
